Aviation and Transportation Security Act (ATSA) Public Law 107-71
On November 19, 2001, the President signed into law the Aviation
and Transportation Security Act (ATSA), which among other things
established a new Transportation Security Administration (TSA) within
the Department of Transportation (now under the Department of Homeland
Security). This Act established a series of challenging but critically
important milestones toward achieving a secure air travel system.

SEC. 135. SENSE OF THE HOUSE OF REPRESENTATIVES.
It is the sense of the House of Representatives that— (1) the
Under Secretary of Transportation for Security should develop security
procedures to allow passengers transporting a musical instrument
on a flight of an air carrier to transport the instrument in the
passenger cabin of the aircraft, notwithstanding any size or other
restriction on carryon baggage but subject to such other reasonable
security procedures, terms, and conditions as may be established
by the Under Secretary or the air carrier, including imposing additional
charges by the air carrier; and

damaged during the screening process, you may file a claim with
the Claims Office, Transportation Security Administration, TSA Headquarters,
West Bldg., 8th Floor, 400 7th Street, S.W. (TSA-2), Washington,
D.C. 20590-0003. You may submit your claim by completing a SF-95
(claim form), which can be downloaded from the Travelers & Consumers'
Passenger Resources - Travel Tips section. TSA will assess any claims
made to TSA on an individual basis.
